The real cost of the inn are a) 100 food and b) 30 wood upkeep.
a) You trade 100 food for 100 workers. A stone house trades 16 food for 8 workers. You get double the amount of workers with the inn compared to housing. Looks like a nice deal.
b) The 30 wood upkeep isn't a problem at all in a normal run when you have over 100 wood income at day 40
So what about the mercenaries. I don't buy the veteran Rangers, Soldiers and Snipers. They are too expensive. Build extra soldier centers instead. They can be helpful sometimes for emergencies though. I also ignore Lucifers and Thanatos most of the time.
No, the real deal are Titans. As good as the gold and worker gains from the inn are, I build the inn for the Titans. I don't know the exact percentage at which you can get Titans (about 75-80% I think), but at 100% inn coverage a Titan every 5 days is guaranteed, sometimes even two. They cost 3000 gold, which looks expensive, but it isn't because you don't have to pay 40 iron and oil, which is much more worth than the 1000 extra gold.
Is the inn worth the cost? You can't say yes or no. It depends of the run. There are many factors to consider. In a way it is a 'win more' building, because the better your situation, the earlier you can afford it and the more houses it can cover the more value does it have. And sometimes it even might be worth to build if the situation looks bad - no workers, but tons of food? Consider the inn just for that.
I like the inn for what it is, a situational building with its ups and downs. It doesn't need any buffs.
And you are wrong that it is only for score hunting. On the contrary, the inn reduces the final score because it consumes 100 food. Yes, it gives workers, but workers don't increase score, only colonists. Destroy the inn in the end to free up 100 food for houses to get a better score.
The inn also doesn't have a score multiplier like the wonders. It isn't a wonder as some people say.
