The same problem happened to me when I loaded my cloud saved file from another computer elsewhere, Saved & Exit after playing.
When I returned home to carry on, I was left with this same message.
Will appreciated if you found something to this and share what you have found.
Thanks.
I love how you necro'd a post that isn't even the same issue, only the same result.
My save files became 'invalid' after i task manager killed They Are Billions. There was a nasty surprise for me in 'the forbidden forest' while my troops were on the other side of the map and I didn't feel like replaying it at the time.
Anyhow...
1. Go to your save files in "Documents\My Games\They Are Billions\Saves".
2. Within the save files copy the files of your campaign ending with _Backup (it should be 2)
3. Replace <campaign name>.zxsav and <campaign_name>.zxcheck with them. Make sure the original _Backup files are still in place, so all of those files should be identical.
4. Go in offline mode in steam so it won't re-download your old saves and start the game
