its not the close range thing - they might also not shoot a lonely zombie chewing your wall in half of a ballista range radius
use at least one archer/sniper with one ballista to prevent this
ps similar bug was present in previous patch, but it could be solved by switching nearest/highest priority targets, which is not helping now
Having said that, I think it actually makes sense that these ballistas have a minimum distance. Would be more realistic since you don't typically fire large weapons like cannons at targets adjacent to you. Same would apply to Executors but not Shock Towers. Yup, let's make the game even harder.....hmmm.
