It has enough VRam as my VM uses system memmory as VRam...
my GPU on my mac is AMD Radeon R9 M395, my VM shares this with my guest OS.
+ i have no problems running a game like skyrim with high graphics in my VM..
or simular titles like TAB, Suriviving Mars with high textures no issues
The issue is origined by the game that uses a lot of RAM and Video RAM when it being emulated in the VM.

and as described here: https://kb.parallels.com/en/124575 how using system ram Expands the VRM by utilizing the system ram instead.
Note: it says no more than half of the allocated ram, so it probably uses 6 Gigs for VRAM, how much is needed for High Textures?
also, since Catalina, Parallels now uses Metal to process up to version DirectX 11 instead of OpenGL - not sure if this makes a difference... since this how the VM now handles graphics.
Maybe you have some kind of limitation, the maximun texture size is 16k×16l in the high resolution.
