I had something similar happen to me too a good while back.
You start pulling stuff at 132 sound (not wasteland/fozen) so on the 7th pulse assuming nothing else is near and nothing got attacked witch is unlikly as norm a shock has a wall nearby that gets hit as not everything die in one pulse. Mutants pull even faster a mutant pulls at 100 sound (not wasteland or frozen) so on the 5th shock pulse assuming nothing gets hit and nothing else is attacking. Mutants also have about double the pull range of any other infected to boot.
Basically means using them expect a pull. Witch is good and can be abused as a way to clear areas. Sneak deepish into a area drop a shock and watch the area get cleared in no time esp on campaign apoc this is quite handy. As shocks are buffed to boot.
Norm if you find any building radar shock or executor its always better to sell them. Not only is there placement prob bad even if they got a good placement there high sound + high upkeep makes them not worth it in the early game the massive resource you get from selling is far better. Remaking where you want once you unlock as when you unlock you have the economy to support them. To boot there energy use is massive meaning you need to dump even more money into upkeep and making a extra mill to support them.
