There's just the trash choices like +10 wood here to just screw you over and then everything else is just situational.
What I meant by a tier list was what mayors you get at what tiers E.g what mayors you get at t1(30 pop) or t2(200 pop).
+20% to stone wall strength is godly.
+20% to mill energy production is amazing.
The mayor that upgrades storage capacity is nice.
Extra gold production is nice. It doesn't seem like much but it adds up over time, so that by the end of the game it's thousands of extra gold.
The problem with the one time resource boons is that they usually overflow capacity if you get them early, and if you get them late you don't care because you are usually good with resources.
Most of the 'you get a free whatever' ones are pretty bad.
I will say that there is a tone about this game that I would like documented that isn't. Someone started a wiki, but its really incomplete.
Overall, I like the gold production mayors in the game too but I don't see the point of the command centre gold + 20 mayor. He is literally one of if not the worst mayor imo.
