maybe the 16 gb RAM are just a bit to low but I don't know.

GPU - Nvidia GeForce GTX 660 Ti (OC'ed a bit)
CPU - Intel i5-3570k quad @3.40Ghz (OC'ed to 3.80)
RAM - 8GB DDR3 @1600Mhz (they are two 4GB ones)
OS - Windows 7 64bit
I experience frame rate drop, which equates to lag ... but only for about ~30 seconds upon Wave start. Then I just have ~20 FPS lower than normal, which is usually ~60, until I start killing swaths of zombies.
To "lag out" or drop that low of FPS ... seems like a Software/Setting issue. I mean your 970 should be much better than my 660 Ti, even with my Overclock. Guess you'll need to lower your They are Billions settings then or toy around with your gtx control panel or something.
No idea how you could be dropping so low with that hardware when mine is much older but doesn't have that big an issue.

I actually just finished clearing the map 5 in-game days before the final wave still had massive lag. I'll try turning down settings for the next wave if i make it that far but i doubt it will change anything i think theres something more going on. Since i should be able to run this game fine with the graphics it has.
They either have to optimize the final wave or increase the minimum requirements for running the game. And i don't think it's an amd issue this time either since, mumbolian reported lag with his intel cpu as well.

Your PC setup shouldn't be any issue since it fairly up to date. I have lag on the final wave as well but if I clear the map it's nothing crazy. Even If I do not clear the map it only lasts a few seconds with lag then it's ok. TBH I don't see why it should be any different with your system. Maybe it could be if you are running on a very high screen resolution?
Nope just standard 1080p, it might be v-sync lagging me ill try turning that off too. And it lags for the entire duration of the final horde for me :( .
I got a 1080ti oc'ed.

3500/3200 nvme SSD
9900k 5,1ghz all cores.
Basically fastest setup on the market possible for billions.
Game dips to sub 40 fps on final wave.
U basically "lag" if you call sub 60 fps lag. on any setup really.
