I just defeated delver but when I check in his hideout, he isn't there. The chest in there also can't be opened.
After you meet him outside of the Jericho PD, he will request your help several times. If you ignore him, or "miss" a step, he will contact you again later regardless, however it will affect the rewards you get. Basically if you get the next "step" of his quest line before completing the previous, that means you missed a chance for fully completing the quest.
IIRC the quest flows like this (major spoilers):
First, he will contact you after you get the EMP drone from Little Johnny. You meed him in his hideout under the bridge and he asks you for a full set of A.I.D. armor. You can get BPs from the shop at the mall, then just sell all pieces (double legs and arms included) back to him.
He thanks you and leaves via lifter cable, leaving the chest behind. The chest has Warren's Cutter in it if you have the URBN Pack.
Second, you will bump into him while in A.I.D. command, right next to the platform where you get the lowering hook. He needs help getting into a room you should already have the keycard needed at that point, one of the nearby enemies drops it. Not sure if he gives you anything at this point.
Third, he will contact you after you defeat Shields and the Nanites rain hell on Jericho City, the 2nd portion of the game. He will again ask to meet in his hideout, where he will ask for a Nanite Repeller. You need to go back to JCPD (there is a shortcut right next to him that you can get into by using Warren's ID Card) and right where you fought the Warden you fill find a group of people and the reactivated repeller. You can antagonize them or just take the repeller and they will get torn to shreds by nanite monsters. Either way, Warren will just say that he'll contact you once he is done hacking the train.
Finally, after Guttenberg gets done by Eli and you are on his trail, Warren will ask you to detour to the train station (it's literally on your way when following Eli) where he will ask you to go upstairs and start the train controls. This is when you will say goodbye to him and he'll recount what parts of his quest did you succeed in and, should you do all 3, give you a "time slows down" consumable style implant that is pretty awesome along with some other junk.
I've only done this once and got all 3 of his steps done, so no idea what he gives you if you complete less, if anything. Basically if you miss a step, you don't get the implant.
I was going through the dialogue and I volunteered to go on the train without giving him the repeller coil ( i had it, just messed up the dialogue). The next cut scene took me on the train and you hear Warren say 'Alright what's next'. After this I was put back at my last Medbay and the quest prompted it was complete. I got no reward after this. I heard if you give him the coil you get a reward. I have to try it on the next play through!
It seems a bit weird to me because he said he was gonna chill in his hideout after meeting him in A.I.D. command so I assumed I'd find him there. He did seem pissed that I hadn't met him in his hideout beforehand.
