From what I've heard, Kei's H-scenes are supposedly better than this, but the rest of them are just as bad.
If you don't plan to read the H-scenes for their intended purpose, I'd avoid them entirely.
I don't understand your other question.
But you absolutely don't want to play the 18+ version first. The 18+ version doesn't have the side stories present in the all-ages release (which you want to read at specific points in the storyline), and it's also missing an entire ending (Mitsudomoe) from the final route.
