From the faq:
Q: Will I have to pay for the VR add on if I already own the flat version?
A: Yes, we are licensing from the original creators and it'll be a separate purchase. But, both them and us are eager to give promo coupons with a discount for base version owners if Steam approves. We and base game creators came to the conclusion that simply adding VR support to the game would be a waste of potential in this case. While the game naturally fits the VR, translating it to VR still needs a lot of expertise in porting to this specific platform. A lot of things must be rethought and redone for full immersion. It also became clear very soon that if we want to keep high fidelity of graphics game needs to be ported to a new engine and new renderer. Last but not least, providing support for all headsets requires a lot of resources - both human and hardware. This is going to be full-fledged VR title, not VR supported game. We believe that by providing discounts to base game owners it's a win-win situation for VR community.
