If you want to cover the diplomacy and bluff aspects of persuasion as well, it's a bit tougher. I'd suggest you split the skills over two characters, since no character really needs both a high wisdom and charisma modifier.
As for the aasimar type, you might want to consider lawbringer: you'll be trading +2 CHA for +2 CON, but the +2 bonus to Persuasion checks will apply to all checks rather than just the diplomacy ones. Also, fits well with Inquisitor and Hold Person is a bit more useful than Searing Light imo.
As for Cleric, be mindful that they only get 2 skill points per level (3 for Ecclesitheurge), possibly less if you dump INT.
