Where is Blakemoor's Grimoire?

The title says it all. I even shelled out hard cash to buy a map, but I don't have a map in inventory, nor do I see a new location on the map. Where do I start?!

one guy in tavern (i think that he was on right side) should give you location (some persuasion or diplomacy is requied).
and Blakemoor and his grimoire is in location called Middle of nowhere
