Assembing the artifact pieces you find..?

Maybe I missed someone or something obvious, but how do I get all the various artifact pieces you find reassembled? Am I supposed to have a smith in my capital that can do this? I'm referring to all the shards/fragments/pieces/etc that end up in the 'Notable' section of your inventory..

No, there is a storyteller at the exit of the throne room. Ask him from time to time, as soon as you have enough pieces he will reassemble them (e.g. Necklace after Act 1, Helmet after Act 2)

I suspect there may be bugs with that system as well. I'm generally a completionist, and have, to the best of my ability, and with maxed perception character, looted every lootable thing in this game, had my stash full to the brim with artifact pieces and never got anything made out of them by that damned storyteller.

It seems like these pieces are also stuffed in various little exploration nodes around the regions, so it may be that you simply haven't found the area for the last piece or something like that.

I literally have a full bank of them. I'm talking 50+ artifact pieces that can't be made into anything. I got about 10 shattered ring pieces I've been collecting since chapter 1. I highly suspect this is just bugged out.
