Cape resetting/disappearing?

Title says it all. I just picked up a Cloak of Resistance (new playthrough, though it happened before on older system). When I equip it, it is visible on my character. But whenever I reload my game, it's back to the ranger's starter cloak.

Years back, I used the Visual Adjustments mod. It was a buggy mess, and it caused a lot of problems. I thought back then, it was the cause of the cape resetting, as I had used it to change my cloak's appearance. But now, on a new system with a fresh install and no old cloud saves, this is happening again. And it's any cape, not just the resistance. Any cape my ranger equips, resets its visuals on a load.

Help?!
