Other possibilities could be

No cloud save has been turned off always.
Check in the difficulty option just to make sure that Last Azlanti is off.
Some are having mouse/keyboard issue since the Definitive Edition...
I will keep a eye on bug reports to see if anyone else have the same bug or a fix. You should also report it in game with F11.
I didn't see anything like this on any searches that were recent enough however I did try a few of their suggestions like using the R key not clicking on the Icon. Or clicking the Icon and not the R key and some other silly stuff that of course didn't work.
This isn't a big deal since I can manual save and load and that's what I do most of the time anyway so I can label my saves. Its just something isn't working.

I just had to search for this issue, and your fix was the cause. However, I may have caused it myself.
I was decluttering a variety of extraneous old saves across multiple characters because the list was just so huge, and I noticed the Quick Saves were ancient history and deleted them, too. I thought this would be no issue, because the game of course smoothly handles the very first quick save when you have 0 quick saves in existence during your first playthrough.
Well.. somehow this is later interpreted on a later load of the game as "0 quicksaves must mean 0 for setting, so change it..." or actively consider the deletion of a quicksave file as an implicit instruction to reduce the quicksave quantity setting. So, I may have caused the 0 to appear myself...
Therefore, anyone who does a declutter later like I did, either leave them alone or know that you may afterward have to instantly load up and tweak this setting on your current playthrough before resuming.
Exactly what happened to me today, thank you for the tip. Maybe the slide is to sensitive?
(thanks to this thread I just checked and found my sliders was set to "0" to even though I am 100% certain I did not change it).
