woodland's aegis not giving full dex bonus

woodland's aegis, the studded leather from the stag lord has a max 5 dex bonus but is only giving me 3 dex bonus. I have 21 dex. i am getting my 5 dex bonus from my leather armor +1.

update: once i reached act 2 the problem fixed itself

went out on my first quest in act 2, the curse on bald hilltop and the dex bonus was at 3 again

I'm seeing the same dex issue with the armor.

+5(dex) in capital and +3(dex) everywhere else.

I have reported it with F11

This makes it sound like an issue with encumbrance. Check if you're at medium encumbrance, that has a max dex bonus to AC of +3, regardless of armor.
