actually they are Humanoids with the Reptilian sub-type but they count as humanoids and reptilian so daze should work.
To be clear by Raw they are effected by things like hold person for example, but require a feat to be considered dragon ( though dragon wrought is a 3.5 feat so technically not raw).
Edit: to explain for people not familar with D&D some spells only effect humanoids like elves humans and dwarves, but not say a displacer beast. So you can't cast hold person on alot of monsters and that's what hold monster is for.
So a kobold counts as humanoid, and reptilian so they are or should be effected by daze and charm person(IF IT WAS IN THE GAME) so the OP is correct in saying this should effect them.
