Star Soldier's Gauntlets laser doesnt get level bonuses to fight spell resistance

title, that artifact is not as strong as it *should be* as it gets ->0<- caster level bonuses when trying to roll against an enemy's SR, only things that affect its roll against SR are the feats

obviously i dont expect it to take my character's HD as a bonus to its spell penetration bonus, but it needs at least some static basic bonus on top of the bonuses from spell penetration feats

for example if i have both normal and greater spell penetration feats my only bonus is 4, thats it, 4

before i get asked to use the in-game bug report feature: i cant as since i use mods(none of which touch this artifact) i cant load my saves and report the bug in-game, as the latest update is not compatible with many mods(until they get updated, if they do), causing errors when trying to load my game
