Singing steel armor is not counted as a category lower
For the purposes of armor proficiency, the Singing Steel material does not reduce the armor category of armor.

I have a Singing Steel Breastplate which Lindsey is not allowed to wear because Bards can only wear light armor. However, the armor is supposed to be light according to Singing Steel's description. It also makes singing steel completely stupid. Because it's made for bards, but bards can't use it.

Also, the breastplate is +5, and it's a special material. Why is it only selling for 1250?

I've submitted using the ingame system too.

Just like Mithril, it is only considers one category lighter for drawbacks, explicitly NOT proficiency.
