Assign the mission to someone and save the game.
Open up that saved game (archive) with a zip program (7-zip will do).
Edit the player.json file of the saved game.
Search (Ctrl + F) for the term "Wrath" and find the mission in the code.
Look just before this for "AssignedLeader":{"$ref":"####"}
Jot that #### down, you will need to come back to it later.
Search for that number earlier in that file (That is referencing which advisor is doing the mission)
Search for "Curator" or "Counsilor" depending on whom you want to be assigned to the mission instead.
Look for something like this {"$id":"####","Type":"Curator"
Take that #### and replace the previous #### with it.
Now that mission is being assigned to the advisor you wish.
Save the file, save the archive.
Load the game file you just edited.
If it causes an error, just load it again.
Check your kingdom screen to see if that changed.
I did it and my Counsilor completed it. Mission went on instead of the instafail.
