Some spoilers: For successful romance, you need to do Betrayer's Flight before visiting the barbarians. Otherwise, neither it nor Tristian's personal quests won't progress. You also need 'Kingdom of the Cleansed' quest completed.
The 60 -> 65 transition happens right at the end of Betrayer's Flight if you did everything right and followed Tristian first, before going to barbarians. If you get "[Hold Tristian] "Let me take you home." dialog option in the very last dialog with him in the Abandoned Keep - that means that everything is going well.
Here are two saves right before rescuing him and the "Hold Tristian" option does not appear in either one.

I tried it with both options during the break-up "You're breaking my heart" (1st save) and "We can overcome anything together" (2nd save) Both saves have done Kingdom of the Cleansed and are en-route to completing Betrayer's Flight before the barbarians.
Also pardon me, I was using a few cheats (cheat engine) in these saves since I went back 20-30 hours to older saves (after the patch stated Tristian romance was bugged) and even re-did all of Season of the Bloom and Varnhold Vanishing (the first save) because I thought I missed something and I wanted to do it as quickly as possible!
Thank you so so much for your reply, I really really appreciate it! I hope you can help me discover what's wrong. Thank you again, really, I am so grateful for your reply!
We'll check the saves, but I don't know how long it will take us to find the problem. The good news - I don't think you'll need to restart the game, in most cases we can fix those things and allow you to continue playing normally.
Btw, don't you remember, was the task "Follow Tristian through the Bloom" completed or failed for you? I saw some reports stating that sometimes some parts of "Betrayer's flight" quest get marked as failed even if they are done. It might be the thing that not allows you to progress with romance.
Just the fact that you took the time to reach out to me and help me when I was going crazy with this problem is enough to give me some peace and a lot of faith in you guys. :)
I'm not sure if it was marked as failed. Let me go and check...
Yes, "Follow Tristian Through the Bloom" -- it was marked as failed.

Weird...
EDIT: Please let me know if you'd like me to provide any other saves (such as right before I go after him at Candlemere). I want to help as much as I can!
Someone brought to my attention that the Varnhold Vanishing dialogue that appears is indeed what is bugging out Tristian's romance. I went back to an older save from before the patch that "fixed Tristian's romance" -- where I did not have this dialogue (the breakup dialogue) and the romance option appeared when doing Betrayer's Flight first.
Very strange! So basically anyone who starts the game with the newest patch will auto-fail Tristian's romance due to the dialogue that pops up at the beginning of the Varnhold Vanishing chapter!
EDIT: Also, even when continuing his romance at this point, it still marked "Follow Tristian Through the Bloom" as failed.
Losing Amiri's companion quests and having Tristian's companion quest become bugged in order to romance him feels pretty unfair (and out of character for Tristian to not want you to deal with the war first), and out of step with the other romances that don't require similar losses. I hope the devs might reconsider that particular choice - at least allow us to still complete Amiri's next quest and making Saving Grace doable when you romance Tristian.
Each time I vet the Varnhold discussion in camp I have tried both conversation options ad gone forward. I get some romance text when we are searching Varnhold when a bird shows up, but I never got a
"Hold tristian" option in Betrayer's Flight. Not once. I tried reloading, I tried everything. My json is also stuck at 60, and never progresses.
Is there even romance text in the Vordekai tomb quest?
I'm havint he same thing. I got all the dialogues, finished the kingdom of the cleansed quest, got all the varnhodl dialogues, didn't get any special dialogues inside vordakai's tomb, then went straight to betrayers flight and got to him before doing the barabarians and I didnt get a "hold tristian" option either.
This is 100% borked. I've spent a good 40 hours now rerolling back repeatedly and trying every single option and none of them worked :D even though I met the dev's explanation requirements.... So yeah, it's definately not working.
I had this dialogue, still no pre-coronation dialogue triggered. Can i fix triggering it manually by editing save? I've reloaded and replayed everything due to major game bugs, and really tired to do this even one more time because of this.
So, correct me if I'm wrong, male player gets to save everyone and the girl, where us- girls getting marked as a fool, people dying, and maybe, probably, in 50% cases, chance to continue romance? No discrimination at all... :\
@Sorayai
Could you please tell me the line to check in the statistics.json?
I can confirm that. Started over 3 times got a thirst romance dialog triggered only once, all else being equal(
TristianRomanceCounterValue is the one you'll want to look for.
(And maybe TristianRomanceUpperCutOff as well.)
(AND 'Follow Tristian through the Bloom' objective is FollowNigelThroughTheBloom.)
60 -> 65 transition never happened in my gameplay. Manually editing the player.json file made the said dialogue option pop up, but I'm not sure whether this will break some other thing.
We did few fixes to the romance that will go live with 1.0.14 hotfix on Monday. Tested them with the saves provided by Sorayai and everything worked fine, not only for the broken dialog in the Abandoned Keep but for the few further romance events as well. So I think (and really hope) that the bugs will be gone with 1.0.14 hotfix. In case you'll still have troubles with it - please report in this thread (with the link to the save file). I'm keeping eye on the thread.
For those who edited saves to get the '65' score - I did a quick test and it seems that it won't break anything. But I recommend to avoid manual editing in the future. These scores are not an actual scale, more like markings for us to track certain stages of the romance. The important thing are 'plot flags'. This bug was caused by one of the plot flags missing. So by editing the score without editing the flags you could create a situation that was not possible with the normal run of the game, and who knows what it could break :)
Thanks for your patience!
