She wasn't naturally evil, she was forced into it by a curse. However, that curse also affects her emotions and empathy so they are dimmed but not lost. She hates what her life has become and wants it to end but can't bear the thought of dying.
She knows she is not innocent because she had committed so many atrocities but at the same time she does not enjoy it and it causes her pain. She just sees it as a stepping stone to ending her curse and she had to distance herself emotionally to do what needed to be done to break her curse.
She both deserves death and redemption and an argument can be made either way. I don't think we're supposed to do anything. This is a game that lets you be as good or evil as you want to be.
