Spared Chief Sootscale at Old Sycamore but he is no where to be found?

I was at the Old Sycamore, I saw kobolds and mites arguing, am playing a Lawful Good character so could choose to either side with neither or one of them - I sided with mites because they are cuter (I know it's stupid reason, but I want to save both and can only choose one so I gotta choose something).

I then discovered the entire area, got to the kobold side and found Chief Sootscale, we fought a bit but then I had the option to either kill or spare him, I'm a good person so decided to spare him, continued on, got back to the Mite Queen and got inside to where Tartuccio is, fought him, killed him.

yadiyadiyada, now to my plea for help with understanding what has happened:
I got back to the Mite Queen and asked her not to kill the kobolds anymore which she agreed to. She got the relic key thing but I can't for the life of me find the kobold Cheif? Isn't he supposed to be with her at this point and both of them can be given the keys together?

In my journal it clearly says I spared him, but did I accidentally kill him somehow after?
I also found Jaethal and Harrim there fighting against the kobolds as they were kept prisoners there, could me helping them accidentally do something?

The quest "Death to Chief Sootscale!" is completed, and it only says that I should report back to the queen and that we can check this of our list. So does this mean I must have accidentally killed him? But shouldn't it clearly say that somewhere?

I AM SO CONFUSED ABOUT THIS! And yes, it does annoy me.
Pleeeeease if anyone has answers, provide them :)

I did the opposite. The other leader doesn't show back up even if you spare them and make peace. Not sure why the game was done like that.

Thanks for this post. I ran into the same problem for the exact same reason xD
I dislike the fact that the leader just disappears and never returns not giving you the option to resolve the conflict in a "proper" way being a player with an allignment to "good". Even more so since you got to other leader to discontinue their war...

Now it feels like I left something unresolved *cringe*
