You just need to give him one. I missed the Anvil Gemstone this time around but still got the cool helmet. Maybe if you give him both the helmet is even better?

Strange, I don't remember getting a helmet.
But I didn't give it directly the Paladin. I gave it to Harrim and he handed it to the Torag guy.

You get it a bit later, a dwarf woman comes by to deliver it in a Throne room event, and yeah it's pretty awesome.

Do you know the trigger for that happening? Or for the last part of Harrim's quest? I handed over the items what feels like sooooo long ago and haven't seen anything progress.
