If I remember correctly in the AP its implied that the guy who has those toys killed children for them and that he's a bit simple in the head.

yeah i figured that much...but i also am leery about just writing off anything in this game...i made a post about 2 "empty" chests and how if u put a herb in each one they each spawn loot...so im figuring these two objects have a use somewhere in the game
