How to make Councilor

So yeah, I got to the point I need a councilor, thing is, no one is able to do that job except my treasurer I made myself but has a lot of debuff. What char and which attributes should I make for that role?

Wisdom need to be the primary. Treasurer uses INT, so not good.

I assume you are in act 5 on Betrayer's flight? You could just rush that quest (not very long) and forgive Tristian to get him back.

She's awesome, but most people kill her or drive her off. Unless you are evil, that is what you're going to do unless you've read guides.
