Need Willas Gunderson's Book

I have reached part in a certain quest that requires the book"Valor and honor: Ten Adventures of the Splendid Willas Gunderson in Absalom". However both of the places I am told I can get it from, Verdel and Hassuf do not give me the book. Is there anywhere else to find it?

One is sold by a vendor, you buy it straight out, so why are you not able to buy it?
The other option is in your capitals library and that can be taken, I believe.

Usually Verdel has the book, you can borrow it from him.
If he doesn‘t have it, try asking around before asking him. In my last playthrough, he gave it to me, after asking Tessa the Quill (Linzi‘s friend) Right before asking him.
