so it says it excals against certain foes, what are these "certain foes"?

everyone. I guess someone vulnerable to the energy type would be more susceptible, but it's mostly flavor text even if technically correct.

In tabletop, you have to actually select a creature you're "baning" against but can change it as a swift action. Owlcat opted to just make it bane vs all instead of further cluttering the ability bar, I suppose.
