You roll a 19 its a crit!
Now you need to confirm that critical and to do so you need to roll again and ''hit'' to confirm the critical hit. If you fail to hit on the confirmation roll, you do normal damage instead.
So lethal stance bonus is added to the confirmation roll making it easier to confirm a crit.

If you look carefully, the modifier to confirm the critical hits are higher than the one to simply hit. That is similar to what Deadly Accuracy bonus does. It increase your chance to confirm the critical hit.

Lethal Stance
The barbarian can focus her strikes. She gains a +1 competence bonus on melee attack rolls and thrown weapon attack rolls. This bonus increases by 1 for every 4 levels the barbarian has.
