Why I can't upgrade my village into town?

I have 4 villages and 1 town, all build maximun buildings in them, but I don't get any project to upgrade into town?

How many villages can you actually upgrade by the time the game ends? You annex Varnhold and Pitax, eventually, they're both cities, aren't they? Also, which villages are the best to upgrade? And does that have any effect on the artisans in those villages at all?

Per 3 regions (or villages?) you can upgrade 1 village to town. 12 regions to claim so I think you can get 4 towns (one is Varnhold), or 3 when/if you upgrade capital to city.

Don't remember exactly, but I think you complete five settlement upgrade projects - might be six, though. Varnhold is annexed as a Town (no project). Pitax is annexed as a city (no project).

Settlement to Town:
* first one must be your capital
* second one is available before Varnhold Vanishing
* I think two more after Varnhold Vanishing, but might be three

Only one Town to City upgrade (capital).

Truthfully, no one knows, even the pro's who write reviews for this game have no idea what they are talking about. I've read reviews that promote we take a class that isn't even in the game, for character development.

This is one million percent not false. I've upgraded the Silverstep village to a town numerous times before Varnhold Vanishing.

As the post reads, it's available before Varnhold Vanishing (and thus, before annexing Varnhold). You can have two towns before annexing Varnhold as your third.

No mods - you just need to complete the appropriate quests (and maybe have the appropriate kingdom ranks).

Looks like the prereqs for Silverstep are to annex the Kamelands and complete teh Lonely Hunter quest. Although wiki info might sometimes be wrong, this particular information is correct.

Yeah and Silverstep is generally 6th village. If you do not claim Silverstep (for example you lack BP to claim it), then get Varnhold, then claim Silverstep you will have 3 towns(Capital+Varnhold+upgraded village) instead of having 4 (previous 3 +2nd upgraded village). And you will have to get more villages to get 4th town.
So yes it is false since it is not time condition.

Your post indicates that the second Settlement to Town being available before Varnhold Vanishing is false. If you had claimed that was false because it's actually a "Village to Town", then okay.

Instead, you are claiming it's false because if you take Varnhold, it's not available. My claim clearly states "before Varnhold Vanishing".


Furthermore, the OP clearly has not yet claimed Varnhold. As such, Silverstep is still available to be claimed.

My post is indicating that you will not neccesarily get second Village to Town upgrade project before Varnhold Vanishing.
I am saying it is false, because you are indicating that everybody will get 2 Village to Town upgrades before annexing Varnhold, as if getting to that point is condition.
But if you get Varnhold before you build 6th settlement, it will delay that 2nd Village to Town project, because Varnhold counts into 1 Town per 3 settlements.
