Whats the highest a kingdom stat can reach?
I'm curious about the max level for the kingdom stats (loyalty, military, arcane) and how high they can be but all I can find online regarding max level is character level. I'm in the beginning of Chapter 6 and most stats are between 7 and 10 and I'm wondering if they need to be higher and what's the highest I can get them.

Edit for clarification:

I've built all the artisan buildings and I've unlocked all of the councilors. I also build up my towns but do it sporadically.

The Roman numeral ranks cap at ten (X), but the decimal numbers can keep going up, I'm not sure what'as possible but I bet its a three digit number, so 999 is probably the theoretical max, but I doubt you'd ever be able to achieve that on any one stat anyway.

Thanks. I figured it was 10 but wanted to be sure. I've done a little micro managing of the towns but most of my rank has come from events and projects. I don't really build much in towns once I establish them and set them up with a longhouse, a barracks and a bulletin board other than teleportation circles.

Getting the one or two artisans for each town is the most important thing, because that leads to items you can sell for a good profit.

You need to build building for village to be available for upgrading to town.

At some point there is a quest in your log to get all stats to 10. I've never achieved it though. Usually I get hung up on espionage and maybe one other.

Over the course of the game, you'll get a lot more kingdom stats from doing Opportunities and Problems than you will from buildings, actually. You might want to build some buildings early on, to get Economy going fast, since it gates your BP income, but the best way to rank up stats is to carefully select who you use for each event you get. For example, if you're close to a new rank up in Military, use your General to do whatever Opportunity or Problem presents itself and you'll generally get at least some small bump to Military, plus possibly bonus stat increases in other places. You won't always have the freedom to choose the exact person you want for every event, but I fond it's best to try to choose advisors for Opportunities and Problems such that Economy is always as high as or higher than the other stats, and if you're close to a new rank in some stat, try to use that advisor to do a thing to pt you over the threshold. The other thing is, Arcane, and Espionage are hard to get started, so building stuff that increases those is not bad either, plus you want to get Arcane up to the point where you can build town teleporters as early as possible.
