I was able to find on another write-up that it may in fact have been how you handle the tax situation in the first place. If you give Oleg's to Restov I guess that leads to this negative ending, like they got sucked into all the warring Restov had I guess?
And that tracks with my previous playthroughs where I handled it differently and got a different result. Will see this time.
Union with Restov is not a upgrade. But it is a project.
Did some more digging and found a seemingly good summation of choices & outcomes:
"It [how you handle Oleg's taxes/road] affects the end game slider. Spoiler basically;
No one betrays you or anything, but it ends up straining your relationship with Aldori in the future. Trading post ends up being a military outpost with a heavy border control if you escelate that issue.
Similarly leaving the post entirely to the Aldori and doing nothing about it turns it into a desolate place.
Best outcome for the outpost is pushing diplomatic channels with Aldori and solve the situation on outpost. Which they demand you to build a road in return.
Demand part is a bit annoying of course from ruler's perspective, but road is something would help your kingdom's economy anyway...
In short, if you tell aldori "♥♥♥♥ off, oleg is mine, so his outpost", you'll have border issues with them at end game sliders and as a response, outpost will be turned into a military base.
If you say "meh do whatever you want i dont care", trading post will be that... some isolated trading post.
And if you diplomatically solve the issue, trading post will become a huge town with alots of trade."
