You're thinking of fester, though it technically hinders healing rather than stopping it entirely. It's only available to inquisitors in Kingmaker so Jaethal would be your source for this.

Crap she's dead. However Amiri has INQ levels just not sure fester yet.

There are plenty of spells that can stop enemies from casting—off the top of my head, hold monster, grease, and stinking cloud attack Will, Ref, and Fort, respectively.

I defeated her barely but didn't realize that would fail a couple quests in Pitax
