Oh you poor bastard! I am closer to the final act but I can tell you that you should really prepare to spend a god forsaken amount of time in that abomination of sime since it GORVERNS ALL!!! Also if something is offered for free get it, you HAVE to ensure you are maxed out on every rank by the end of the game. That is if you choose to suffer, you can simply put it on effortless mode and just ignore the damn thing whole sale. Likely a better option from where I am standing.
Frankly I got no idea. I am well past the Rovagug point. Still lev 16 and most of my kingdom stats are close or past 300. Although my advisors need quite the bit of ranking. Ranking up helps with the KM events and oppurtunities but as far as the stat value goes I am not sure what it does for you.
* Only need 180 points to reach the maximum rank.
* Failing to reach maximum ranks might affect the epilogue slides. Also, during the game, some artisan levels depend on kingdom ranks. (edit: In my first completed game, I only reached Rank 5 for espionage, so it's definitely not essential to reach maximum ranks in everything.)
As for the OP ...
* The printing houses are just buildings. If they're free, no reason not to build them if you have room.
As to the in-game benefit of reaching 200 in all kingdom stats: there is none, except for the joy of hearing about your kingdom's strong sense of loyalty, community, etc in endgame slides.
Build every artisan shop you can, build 6 buildings per village so you can upgrade some of them to towns, and get to divine 60 arcane 40 as quickly as you can to unlock teleportation circles. Those are the main things to worry about as far as buildings are concerned.
However, I am not sure I would build a Fort in the capital at the moment; in other town, I will build the Fort for bonuses.

You mean that I could actually move their shop to another location; their shop location is not fixed with their origin?!?
