When you talk to them, they're just being told that rebuilding completely the Temple will take some time (I mean, it's an old temple made of big rocks, those kind of things need years). If I remember well, one of the NPC sells some items (scrolls and potions)
But I'm pretty sure it's either going to matter in late game, or in a future DLC content. That event can't be there for nothing (beside the bonus you earn after completing the event, all events give those kind of bonuses, the amount of bonuses given depends on the rank of your Advisor who handled the event)
Possible effects of the temple rebuilding, not clear whats related to what.
-Immunity to posion (this could be related to Womb of Lammy at end of act 3 instead). This is a kingdom buff called Divine Protection from Poison.
-The ability to build sacred groves in towns (2 spot building)
-The ability to pillage the temple (the project) doesn't go away, annoyingly enough.
I raided it at first and then rebuilt it, although the cards state this is not possible.
Game is just bugged as hell unfortunatly.
