I don't know what's up with Valerie; that sounds LE, not LN.
This IS evil by design in D&D / Pathfinder system.
But seriously you can just remove Octavia from the party, make this choice and return her non the wiser :D
The mage can become an advisor, but I don't think he will if you free/kill the troll
He will if you have any neutrality in alignment. But who need him? Gnome is most effective treasurer because of his stats, ability to level up him & boost him with +Int gear.
And as Valerie is LN, she really harps on you obeying the law to the letter, rather then the intent or implication. Octavia, naturally, abhors it given she was a slave for much of her life, and there's the fact that Dimwit IS sentient and is being tortured. Fits with her being Chaotic Good.
This was certainly an event that made me feel pretty sour at Valerie, but it was an interesting one.
