After you give her the jewel she says she needs a house and stuff but there is no follow up quest. Does it come later?

You have to built her a workshop in the village she lives in.

I would, but I didn't get a new building or a quest for one + she is in the capital and the line to complete the quest is still there....

Did you go to the village where she actually lives or did you give her the emerald in the capital? I think her being in the capital is a bug. Doing anything there does not further the questline, but when I went to the village I built and talked to her there, I completed it and was able to built her workshop.

Personally I got her quest when I claimed the Silverstep Region, with the huge Lake there, and build the village. So thats the one you have to travel to...if artisans are tied to a region.

Well most craftpeople appear either if you check the new built village or they come to your throne room after you built a village. And the journal says she stays "at the village" or something like that.

But I completely agree, that is not enough for a journal entry and confusing. I mean I also think that some people don't even realize that you find special craftspeople in your villages.

I didn't build a village in Silverstep so I assumed it meant the capital since I didn't have a craftsman there yet + she was in the capital so....

Wait, how did you do that?
I mean she said she will become your crafter after completing 3 requests. Emerald, some that I don't remember and then she goes missing and you have to find her at Talon Peak. And then she bugs out at the peak location, not saing anything.

No, she becomes your crafter after you do the Emerald and bring it to her in the village. Then you can build the workshop. Thats what I did. On her first visit after building her workshop and giving you the typical craftperson random item, she tells you about "I can do something great if you fulfill me three wishes, so come to the village so we can talk about it."

Because that is what happened to me 2 minutes ago. I will not start the quest though, as I heard it is rather bugged, like you said.

Ah, that's probably right, thanks.

Also bugged quest do not remove her from village. For me, its 3 Mim clones already. One at capital, one in city, and one at Talon Peak.

Maybe its not a bug, but a plot point that she is very very good with that Illusion Spell and can appear at three places at once! Ok joking aside, thanks also for the saying that the quest is bugged...I will just wait with starting it until it fixed or well ignore it.

In that case, note that her dissapearance which follows into bugged quest happens automatically sometime after completing her second request.

Just got this quest, after annexing Silverstep, but I have not built a village there, so I have no idea where to look for Mim. I don't even have an option to build a village (I am assuming there must be some other requirement to build it besides annexing as I have 3 regions I cannot build a village)

I'm guessing that you need to improve your capital and after that you'll be able to control more than 3 villages. Then you'll be able to build it.

Also, she should be in the capital near the merchants but don't talk to her there, build the village first and find her in that village - otherwise the quest won't complete

shes still bugged in my game, shes in the village and at the top of talon peak, not wanting to talk, she cant finish her ultimate ammy's and ring while in this state, althoug shes still shows up in court offering cheap natural armor +2 ammys, with no option to tell her what to make.
