Walking mid combat
party is not fatigued or exhausted. They just walk to the targets....slowly. Is that normal? On other playthroughs I did not have this.

that's normal... the only way to move faster in combat is through mobility stat and I believe there's a feat as well. But, the best way is to cast haste in combat

Its not what you think. There is no jogging animation. It is a walking animation and seems to only affect inqusitor characters. Its really bizzare. Issue has not resolved at all. My mobility stat is higher than some of the other characters. They are still faster.

Is it raining? Apparently in this game's universe rain means everyone has to walk at a crawl.

Yea I dont understand this at all. Why does rain make you have to walk - this makes no sense whatsoever.

The first time I beat the Stag Lord, I cleared all the enemies below and just as I sent everyone up to fight him it started raining. I was so mad. He almost wiped the whole party because of how slow they walked. I felt like I was on the wrong end of a tower defense game.

The movement in combat is dictated by the Pathfinder movement rules. In plate you have 20' movement, while a monk can have 50'. The characters walk therefore as their speed allows them. This is a major consideration in pen & paper, and a reason why many pick a ranged DPS.

Second, there is difficult terrain. This is an area, in which characters are hindered when moving in some fashion. What they all have in common is that you have half your normal movement. Muddy ground in heavy rain is difficult terrain and therefore the characters crawl across it. There are spells to create difficult terrain (icestorm, the one with pebbles on level 3, stone spikes, and others) and freedom of movement will negate that effect. If you have wings (10th level feat for aasimar), you can ignore difficult terrain, too.
