I think a monk's unarmed attack counts, but I'm not 100% sure.
Natural weapons are as described, claws, bite attacks, gores, tails, wings, etc... They can be made in conjunction with each other. Wolves for example have a bite attack. If the creature has multiple natural weapons, one is primary and the rest secondary.
Also, why not just have a weapon focus(Natural weapons)? It would be easier and better for all shapeshifters.
With Pathfinder, if a feat or ability specified a particular weapon (so Weapon Focus: Claws we'll say for example) it only affects that specific kind of weapon. So Weapon Focus: Claws only affects actual claws (like the kinds on a bear or tiger, or the kind a Draconic Sorcerer can grow).
