How do I find the third Cog wheel ring in the ruined watchtower location?

I have two of three rings needed for opening the Torag shrine thing.

All three are on the map, one is in the ruined tower, one is on a bandit's loot, one requires sleeping in the camp and rescuing the folks on the rock who will give you the one they have

FYI you don’t need to sleep at the camp if you use detect magic... but you will need to move to the far right of the map to find the folks who need rescuing... a rope comes in handy if you have one...

Black ring. It's inside the chest in the tower.

There was one on the corpse, one in the tower chest, one with the people you can rescue. I don't remember which was which, though.
