This is correct, and you cannot sell this item nor pick it before getting the quest
Hint : Use your summons as bait, just cast them into their reach and lure them into distance of your longrange weapons ... you could shoot through/over bushes, trees etc. :-)
or just steal it with your hidden thief (spell, potion)
Earlier in the game, I cheesed the owlbears by casting Entangle (without entering the area itself). My ranged characters were able to take them out which was nice because I think the party was only around level 6 at the time and would've been slaughtered by the owlbears. Then I left the owlbear bodies just lying there because my Lore (Nature) skill was still too low to skin them successfully.
When I came for the flower, I could not find it at all. But *after* I skinned and looted the owlbears, left the map, and re-entered, the flower finally showed up.
I gotta say, this game is lovely, fun, and oftentimes adorable, and I also often feel like I'm back in the first decade of my career, debugging code that I can't remember writing. ;o)
