Is my paladin only supposed to have 1 level of spells at level 4 ?

no this is correct. paladins gains spells very very slowly. in actual fact they only gain spell access from bonus charasma at 4th not actually gaining a spell slot until 6th. at maximum they can only cast 4 spells of 1st to 4th level, though these tends to be similar if not slightly more powerful than clerics. The higher your charisma the more spells you will gain.
