After that you must wait for the dwarf to come to the throne room delivering his usual crafted gift and you will have an option to tell him to finish the lawbringer armor instead of crafting something else.
(sorry couldn't resist it lol :P )
At one point in my game, he came and asked my permission to devote his time to the armor and I was able to tell him to make it.
Because of some mess ups, I had to reload a file. Now he keeps asking me the same thing, but the option for him to drop all other orders to focus on the armor isn't there anymore.
