Agreed.
I've noticed that my party start slowing down, when running around or even in combat and I just alt-tab and then back in again and it speeds back up. I don't know if this was due to having windowed mode on or not though. Going to switch to full screen today and see if it happens again.
This reson for slowness will produce a visible icon to the side of the character protrait so you can tell if it is the reason at a glance. The character sheet will also have physical stats shown in red.
Other reasons:
rage ends - when the barbarian stops raging they are temporarily fatigued
weather - if it's raining heavily, you walk much slower
a mobility affecting spell - if one of your members is webbed and you select the whole team to travel, they all move at that slow pace. This is an irritation but it helps keep the party together rather than leaving one member far behind.
This seems to be a characteristic of Unity games, along with awful looking characters in inventory screen. Terrible engine.
and the option to stop encumbrance effecting walking speed, seems bugged as well.
The speedhack I posted that he linked to doesn't edit any stats. It simply speeds up the game overall. Editing base speed is a much worse solution since it affects combat.
Speed hack isn't a cheat since it speeds up everything globally. It just allows you to move much more quickly across the map during downtimes.
