Report a translation problem
You should get a journal update suggesting that you need to tell Jubilost about Luna. Then go visit him in his regular place and tell him that you solved the riddle. Then you both teleport to the tavern and dialog triggers.
Another way to do this quest is to find the book, bring it to Jubilost and ask him to decide what to do.
If anything of this isn't happening - e.g. there's no new journal entry when you click on Luna or no new lines in Jubilost dialog - then it's a bug. We'll be very grateful if you'll report it (with the save file attached). Thanks!
'Should' is awesome, but the reality is this, too, is broken. See screenshots. In the three I provide, you can see that its the 24th of Pharast, the quest journal telling me to go to the tavern, and Luna there with nothing but filler dialogue.

With myself and the other claims, nothing happens on the 24th, and neither talking to Luna or Jubilost causes anything to happen. If you are being teleported (rather than traveling to the Tavern yourself), then at least the game is recognizing that you should be in the tavern at this point.
Indeed. I checked my save and I had the 24 too. I hope it will be fix soon
