In Pathfinder, the second you get to level 20 is the second you start being powerful enough to become a god.
Hell yeah getting there is going to take a while.
Also, this is an RPG, getting halfway done with the game at 10 hours is usually a rarity.
There's also a lot of stuff you can do even with lower level abilities and spells if you took the right feats and leveling up every third fight would cause you to barely use lower level abilities because you just blitz past the part of the game where they still do something.
This is especially case in DnD type games because they rarely have many beginner spells that are still relevant in battles once you reach higher levels, so it seems to me that they'd want you to stick around on lower levels for a while to actually use your shiny new spells.
