P is for prosperity question

So I managed to increase the five ranks needed to advance this quest. But I have no idea how I unlock secondary stats for my barony. I have upgraded my town and almost all the five starting stats are at rank 3 now, and I've taken over 5 areas so far and I've progressed past the troll part and am now doing the monster part. But I have no idea how to unlock any more stats any help?

So I've been searching how to proceed with this quest too.
The only thing I've found is on this website:

It says: "P Is for Prosperity
You first need to unlock the secondary barony indicator (through events) and then increase five and ten times the rankings of barony indicators."

So I guess we have to keep increasing the rankings until the counceler starts the council that leads to new posts...
