Nope, it means the critical multiplier is x4 instead of x3 :)

If you have improved criticals longbow, it'll be kinda fun. If not... well, 100 - damage hits are kinda nice anyway. :D

Sure. However he is ranger and gets the lvl 1 ranger spell "Aspcet of the Falcon" which changes your weapon to crit on 19-20 and crit multiplier to x3 also (so if you find a better bow - say at the troll castle - go for it and use the spell...)
