How to get economic advisor?
I was able to fill all the other positions but no one was available for economic and I can't do any trade missions.

Yes i am woundering this as well.
It will be a NPC i guess, so just keep doing missions and see if you run in the one?

You need to visit "A ford across the skunk river" There you will meet the cartographer who can act as economic advisor.

Checked out the area did not see anyone their except Mobs.

Need to progress time (you can skip days in the kingdom view if you prefer) to activate a quest that sends you to the fjord. Only then will the advisor be present
