Sword/Shield using fighter not tower shield specialist.
Is this considered rediculous or can this work?

I want a fighter that uses a sword/shield but isn't a tower shield specialist, using heavy shields but still being able to do some damage.

Very valid, though lacking in active skills until level 16 or so. Also has a full on shield bash system, but you need 15+ DEX to use it. Basically Two Weapon Fighting + Shield Bash and then go from there.

Unfortunately cannot dual wield shields in this system.

Just go Standard Fighter with a Scimitar and Heavy Shield. Pick up Power Attack, Weapon Focus, greater Weapon Focus, Weapon Specialization, Greater Weapon Specialization, and Improved Critical. With Weapon Training and those feats that provide damage, you should have 0 problem hitting things, crits on a 15-20 to boot.

For NPC build, 18 Str, 14 Dex, 14 Con, 10 Int, 12 Wis, and 8 Cha is good.

If you have feats leftover, consider picking up Iron Will, Toughness, and other defensive feats to make yourself more durable.

Basically, yes, it does.

To be honest I'd make a dwarf fighter, not a human one, for a sword+board type of character. Great defenses vs. magic, tough, and can wield a dwarven waraxe if you find one. Can't beat the classics.

Plus, with a single feat you can boost the racial +2 vs. magic to a +4 vs. magic, and fighters need that.
